Description

The Polytechnic Education in our State was introduced immediately after independence. To look after the academic activities of polytechnic education, ‘State Council for Engineering & Technical Education’ was set-up as a Government outfit by an executive order. The Council was a part of the Chief Inspectorate of Technical Education and subsequently of the Directorate of Technical Education. West Bengal State Council of Technical and Vocational Education and Skill Development was formed as a Statutory Body under the West Bengal Act XXVI of 2013. West Bengal State Council of Technical and Vocational Education and Skill Development (Technical Education Division) has various activities for conducting a number of courses at Diploma, Post Diploma, Certificate, Advanced Certificate, Short Term Training (STTC) level besides monitoring and affiliating the academic institutions conducting these courses and development of curricula for the purpose. The Council also advises Government in respect of Technical Education for the areas mentioned above. Apart from aforesaid activities, the Council also conducted entrance examination and prepares merit lists for admission of students to Diploma Courses in Engineering/ Technology/ Architecture/ Pharmacy etc. in the Polytechnics of the State under its affiliation through Entrance Examinations, e.g. JEXPO, VOCLET etc. Admission of eligible candidates to the following course will be made on the basis of merit list to be prepared based on the marks obtained by the candidates in the eligibility qualification / examination: 

1) Diploma in Engineering & Technology in 1st Year of all Polytechnic Institutions (3 Years).



Eligibility Criteria
Passed /appeared* Madhyamik or Class 10 Equivalent Board Examinations with Science / Physical Science and Mathematics from any recognized Board/ Council/ Institute. * subject to submission of pass certificate / marksheet at the time of counseling / admission.

Age criteria
No upper age limit, but candidate’s Date of Birth should not be after 01.07.2009.

Filling-Up of Online Application Form: 23rd February April,2024 to 15th May,2024 Last Date for Filling-Up of Online Application Form: 15th of May,2024 Probable date of Publication of Merit List: 27th May,2024
The documentary evidence(s) in support of eligibility (citizenship, domicile, educational qualification, age etc.) and/or claims for reserved seats [i.e. Scheduled Caste or Scheduled Tribe or Physically Challenged (Handicapped) or OBC-A or OBC-B etc., as applicable] need(s) to be produced by the successful candidates at the time of counseling / admission / registration. An applicant should ensure that he/she satisfies the requirements relating to Age, Educational Qualification, Caste, etc. before filling up the application form. If after scrutiny at any stage, it is found that an applicant is ineligible as per prescribed eligibility norms; his/her candidature will stand cancelled, even if he/she secures a position in the merit list or a seat is allotted to him/her or takes admission and gets registered.

 Applicants are requested to download the copy of the filled-in application form after submitting the application.


CERTIFICATE FOR SC / ST 
Scheduled Caste (SC) / Scheduled Tribe (ST) candidates of West Bengal, as specified in Order No. 111(2)- TW/EC dated 07.03.1991 of Government of West Bengal, are eligible for seeking admission in the Polytechnics, under SC/ST Quota. SC/ST candidates having such certificates issued by Competent Authorities of States other than West Bengal are not eligible for such benefit and they shall be treated as ‘General’ category candidates (such candidates have to apply as ‘General’ category candidate). The caste certificate in the name of the candidate will have to be obtained from any of the competent authority viz. District Magistrate, Collector, Additional District Magistrate, Deputy Collector, SubDivisional Officer, Sub-Divisional Magistrate, Executive Magistrate, First Class Stipendiary Magistrate, Chief Metropolitan Magistrate at Kolkata, Additional Chief Metropolitan Magistrate at Kolkata, Metropolitan
Magistrate at Kolkata and Collector of Land Revenue, Deputy Collector of Land Revenue, within their respective jurisdictions. However, Director / Deputy Director in the Backward Classes Welfare Department, Government of West Bengal can issue such certificate in case of candidates claiming to be Scheduled Caste or Scheduled Tribe residing in any part of West Bengal.

CERTIFICATE FOR PHYSICALLY CHALLENGED (PC) [HANDICAPPED]:

Candidates, claiming seats reserved for physically challenged are eligible for seeking admission in the Polytechnics, under PC Quota who have obtained such certificates to this effect declaring the extent of ‘Handicap’ to be not less than 40% by the Competent Authority. Candidates applying for claim against such reserved seats without having the requisite certificate shall not be considered valid and their candidature will be liable to be cancelled. There may be additional 25 (twenty five) seats for PC candidates in each of the following three Polytechnics: (1) North Calcutta Polytechnic, (2) Birla Institute of Technology and (3) The Regional Institute of Printing Technology

CERTIFICATE OF OTHER BACKWARD CLASSES (OBC-A AND OBC-B)
Reservation of OBC-A and OBC-B will be made as per Government Order. OBC-A or OBC-B Certificate in the name of the candidate will have to be obtained from any of the competent authorities viz. District Magistrate, Collector, Additional District Magistrate, Deputy Collector, Sub-Divisional Officer, Sub-Divisional Magistrate, Executive Magistrate, First Class Stipendiary Magistrate, Chief Metropolitan Magistrate at Kolkata, Additional Chief Metropolitan Magistrate at Kolkata, Metropolitan Magistrate at Kolkata and Collector of Land Revenue, Deputy Collector of Land Revenue, within their respective jurisdictions. However, Director / Deputy Director in the Backward Classes Welfare Department, Government of West Bengal can issue such certificate in case of candidates claiming to be OBC-A or OBC-B residing in any part of West Bengal. Candidates having OBC-A certificate will not be eligible for OBC-B category seats and vice-versa.

SC / ST / OBC candidates belonging to Other States i.e. outside West Bengal will be treated as ‘General’ candidates. They need not to fill SC / ST / OBC-A / OBC-B option of the Application Form (such candidates have to apply as ‘General’ category candidate).


KANYASHREE SCHEME

As per Kanyashree Scheme, Kanyashree enrollees will get 50% waiver (i) in the cost of Admission Form, (ii) in Registration Fee and (iii) in Counseling Fee. Also Kanyashree enrollees will get priority for accommodation in Hostel of Government Polytechnics where hostel facility is available. The above stated facilities will be available on production/ submission of valid Kanyashree Identity Card in original issued by the Competent Authority of the Government of West Bengal.

NEWLY INTRODUCED POLYTECHNICS AND DIPLOMA COURSES
Admission in the first year may take place in some newly introduced polytechnics and some newly introduced diploma courses in the existing polytechnics subject to the availability of approval of the AICTE and affiliation of the WBSCT&VE&SD for the session 2024-25. Details in this regard will be available at the time of counseling for admission in the Polytechnics for the session 2024-25.

ADMISSION

Admission of candidates to all Diploma Courses for the Academic Session 2024-25 in the Institutes mentioned hereinafter (subject to approval of the AICTE and affiliation of the WBSCT&VE&SD) will be made through Counselling. Detailed information regarding Counselling will be available in the websites https://scvtwb.in/ and https://sctvesd.wb.gov.in/ in due course of time. Securing a rank in the merit list and allotted a seat through counseling, does not constitute a right / guarantee in favour of the candidate for his/her admission to any diploma course, unless he/she fulfills eligibility requirements to be verified at the time of admission in the institute level.

PRESCRIBED MEDICAL STANDARDS FOR ADMISSION
Candidates must satisfy medical fitness prescribed below:
(a) No Colour Blindness.
(b) Physically & Mentally fit.
(c) Able to pursue Technical Course. Candidates seeking admission to the courses under the WBSCT&VE&SD should possess good health and physique with sound mind. They should not be suffering from any disease/ physical or mental infirmity. All candidates (including Physically Challenged) have to produce Medical Fitness Certificate mentioning the above criteria issued by the Registered Medical Practitioner, at the time of admission. Medical Certificates must possess Signature, Date, Seal and Registration Number of the Medical Practitioner.


METHOD OF COUNSELLING

All candidates are directed to keep in touch on regular basis with the websites https://scvtwb.in/ and https://sctvesd.wb.gov.in/ for information in respect of counselling and admission. Scheduled Caste, Scheduled Tribe, Physically Challenged (Handicapped), OBC-A, OBC-B etc. candidates are required to produce the Caste Certificate or Physically Challenged (Handicapped) Certificate or related Certificate in original issued by the competent authority of Government of West Bengal at the time of counselling / admission without which their claim for reserved seats will not be entertained. Candidate will have to take admission within the date mentioned in the allotment letter. Failure to take admission within the stipulated date will make the candidate ineligible for the offered seat and the vacant seat will be allotted to any other eligible candidate.


FEE STRUCTURE

(i) Government and Self-Financed (Private) Institutes have a separate fee structure--
(a) For Government Institutes - Tuition fee : Rs. 50/-per month.
(b) For Self-Financed Institutes: (I) For seats through counselling – Tuition fee: Rs. 1,500/-per month. (II) For seats under Management Quota – Tuition fee: Rs. 2,500/-per month 
 


 DETAILS OF RESERVATION

(i) 22% and 6% of the seats are reserved for candidates of West Bengal belonging to Scheduled Caste (SC) and Scheduled Tribe (ST) respectively for the Government & Government Sponsored Polytechnics. In case of non-availability of sufficient no. of eligible candidates under ST Category, the vacant seats will be converted to SC Category subject to the consideration of all merit listed ST candidates.

 (ii) Maximum of 5% of the total intake capacity in Government and Government Sponsored Polytechnics is reserved for Physically Challenged (Handicapped) candidates. In case of non-availability of sufficient no. of eligible candidates under this Category, the vacant seats will be converted to General Category subject to the consideration of all merit listed Physically Challenged (Handicapped) candidates.

(iii) Reservation of OBC-A (10%) and OBC-B (7%) will be made as per Government Order.

(iv) Reservation of ‘Wards of Ex-Servicemen’ quota will be made as per Government Order.

(v) Women’s Polytechnic, Kolkata and Women’s Polytechnic, Chandannagar are exclusively reserved for Female candidates.

(vi) Ramakrishna Mission Shilpapitha, Belgharia and Ramakrishna Mission Shilpamandira, Belur are exclusively meant for the Male candidates.

(vii) (a) District Quota: Admission will be 50% through State Quota and remaining 50% through District Quota for candidates passing madhyamik or equivalent examination from schools located in the concerned districts in all districts excluding the institutions in the districts of Kolkata, South 24- Parganas, North 24-Parganas, Howrah and Sub-Divisions namely, Kalyani under Nadia District and Chandannagar, Srirampur & Chinsurah under Hooghly District.
(b) Female Quota: Out of the aforesaid District Quota seats, reservation of 20% seats for female candidates of respective districts.

(c) Land Loser Quota (LLQ): Land Loser means here, a person whose land has been acquired by the Government for public interest and who possesses proper certificate.

1) 2% of total seats in all Government & Government Sponsored Polytechnics shall be kept reserved for the candidates of land loser category.

2) Certificate issued in the name of Parents / Legal Guardians (in case of orphans) by the Block Land & Land Reforms Officer (BL&LRO) / BDO / SDO / First Class Magistrate of the state of West Bengal shall be considered only. Candidates have to produce original supporting documents at the time of counselling / admission.

3) LLQ seats shall be filled-up through Counselling. In case of non-availability of sufficient no. of candidates in LLQ, the vacant seats will be converted to General seats.

4) LLQ is NOT applicable for the candidates of the states other than West Bengal. So they need not to opt ‘Yes’ in the application form.

(viii) Management Quota : Management Quota seats for the Self-Financed Polytechnics affiliated to the Council are 25% of the approved intake as on date.

 (ix) For admission to Derjeeling Polytechnic, Kalimpong Government Polytechnic and Mirik Government Polytechnic, preference will be given to the candidates from the Hill areas.

(x) Out of total intake capacities in the branches of Printing Technology and Photography at The Regional Institute of Printing Technology, 27 and 14 seats are reserved as AICTE quota.

(xi) In compliance with the Government Notification, 5% of the intake capacity shall be filled up on supernumerary basis under Tuition Fee Waiver (TFW) Scheme.

(xii) Economically Weaker Sections (EWS): 10% of seats are reserved for the candidates of Economically Weaker Sections (EWS) as specified in the Office Memorandum No. 325-PAR(AR)/3P1/2019, dated 09/07/2019 of Government of West Bengal.

Eligibility Criteria:
(a) Persons who are not covered under the scheme of reservation of SC, ST & OBC.
(b) Gross Annual Family Income should be below Rs.8.00 lakh (Rupees eight lakh only). Income shall also include income from all sources i.e. salary, agriculture, business, profession etc. for the financial year prior to the year of application. 


(c) Persons whose families do not own or possess any of the following assets – a. 5 acres agricultural land and above. b. Residential flat of 1000 sq. ft. and above. c. Residential plot of 100 sq. yards and above in notified municipalities. d. Residential plot of 200 sq. yards and above in areas other than the notified municipalities. The property held by a family in different locations would be clubbed together for determining EWS status.

Income and Asset Certificate Issuing Authority: The benefit of reservation under EWS can be availed upon production of an Income and Asset Certificate issued by any of the following authorities in prescribed format as given in Annexure-C:
1. District Magistrate / Additional District Magistrate.

2. Sub-Divisional Officer.
3. DWO, Kolkata for Kolkata Municipal Corporation area.
Persons seeking Income and Asset Certificate shall apply in prescribed format in Annexure-A to the following authorities with supporting documents:
1. Block Development Officer of rural areas.

2. Sub-Divisional Officer for Municipalities.
3. DWO, Kolkata for Kolkata Municipal Corporation area. List of supporting documents (illustrative and not exhaustive), self attested copies of which may be attached to the application for Income and Asset Certificate:
a. EPIC or Citizenship Certificate of self or parents.
b. PAN Card of self or parents
c. Birth Certificate issued by the competent authority / Admit Cared or Certificate of Madhyamik or equivalent Examination.
d. Pay Slip of self or parents. e. Income Certificate from prescribed authorities.
f. Residential Certificate.
g. RoR / Parcha / Registered Deed.
h. Certificate in support of Sub-Caste from Pradhan of Gram Panchayat / Chairman of Municipalities / Councillor of Municipal Corporations.
